A Reaserch On Grain Collection Problems In The Henan-Anhui-Jiangsu Liberated Area(1947-1949)

In June 1946, the Kuomintang(KMT) army attacked the Zhongyuan Liberated Area with 300 thousand soldiers, which symbolized the civil war’s breaking out. How to keep the social order and guarantee the military supply became a financial problem for the Henan-Anhui-Jiangsu Liberated Area. In order to solve the problem, the government of the Henan-Anhui-Jiangsu Liberated Area strengthened the grain collection in Summer and Autumn. Aiming to successfully fulfill the mission,the border area government began to explain and announce the grain policy to the local masses with a large amount of manpower, materials and capital.The implementation of this policy didn’t go well with many farmers’ boycott and resistance. During the grain collecting, the corruption, farmers’ resistance, unfair policy, harboring others and grain waste came upon. To fulfill the task, on the one hand the Chinese Communist Party(CCP) reconstructed the rural state by training and reforming cadres, on the other hand the CCP relied on the masses, such as educating them and encouraging them to deliver grain. Besides, the government adjusted the former grain policy and enacted a new ordinance according to actual situations. To settle the problem of food waste in the army, the CCP decided to administer the food coupons and food cards system strictly. With all the measures, the grain collection task in the Henan-Anhui-Jiangsu Liberated Area was overfilled eventually.With the end of the Huai-Hai Campaign, grain collection in the Henan-Anhui-Jiangsu Liberated Area came to a close. The local farmers made a great sacrifice in the grain collection, and ensured the material supplies for the Huai-Hai Campaign, which is worthy of an indelible position in history. During the grain collection, the CCP reconstructed the rural state, and got the local people’s help and support.
