In china, English learners not only include the hearing but also the hearing impaired. So far, there have been lots of studies about English education of the hearing, however, those studies are rarely conducted for the deaf. Many English textbooks are for the hearing to choose, while few English textbooks are especially designed for the deaf, so they have to use the hearing students’ English textbook. The textbook used by the deaf freshmen of Chongqing Normal University is New Horizon College English: Reading and Writing(Preband One),which is a textbook compiled for the hearing too. To what extent this book meet the needs of the deaf students? And to what extent the deaf freshmen are satisfied with the textbook? These questions will be discussed in the thesis.The research adopts the system evaluation approach advocated by Professor Cheng Xiaotang. The system evaluation includes three parts: needs analysis, internal evaluation and external evaluation. The needs analysis investigates the target needs and learning needs of the deaf. The internal evaluation analyzes whether the book meet the needs of the deaf or not. The external evaluation is conducted by means of questionnaires, interview and observation, aiming to investigate the deaf students’ satisfaction to the book and the applied state of the book.The research indicates that the deaf students have distinctive target needs and leaning needs, the book New Horizon College English cannot meet their needs in many aspects, it doesn’t suit the deaf students well. To show the equality of human rights and the concern about the education for the deaf, it’s high time to specially compiling textbooks for the deaf.
