Xizhou village, located in downtown Xizhou in Dali, which is an autonomous prefecture of Bai nationality in Yunnan province, is an ancient village of Bai nationality in southwest border of China and has thousands of year’s traditional culture. In respect of primary-level democratic autonomy, the village has explored a successful path using its local culture. Under the background of development in governance modernization, it is beneficial to research such a village as Xizhou. It not only provides new governance thought for rural grassroots society, but also contributes to concluding the village cultural governance theory based on practical research.The cultural governance of Xizhou village is an innovative governance mode, which is benefit for inheriting traditional village culture, and nourishes village society with its characteristics. It isn’t the whole of Xizhou village governance, but is the most profound part. Since the early 21th century, the village has formed its field effect of cultural governance after more than ten years of exploration and development, and continues to play an important role. At present, in Xizhou village, a work pattern has formed, which includes government, village Party and committee, enterprise, cultural elites and villagers, social organizations, etc. This village cultural governance practice permeates such a governance thought:to governance multi-culture and figure out its connotation, then using culture spirit to shape social psychological foundation. With the deep connotation, spirit and trait of village culture, village society can be governed better by using the behavior value and guideline. Such governance thought conforms to modern governance concept and has universal applicability and wide-area popularization value. In the future, the development of village cultural governance should start with basic conditions, seeking a substantial progress, and making contribution to the development of village.
