Study On The Government Functions Of Wuhan In The Development Of Cultural Industry

With the importance on cultural industries is increasing, The cultural industry of china has made great progress in recent years. But the development of the cultural industry in China started late, which is still just an emerging industry, so in the course of its development will inevitably have many problems, requiring the government to regulate and guide to develop the cultural industry. Hubei Province vigorously promote national development strategy of central China’s to speed up economic development, has becoming an important strategic entry point to promote the rise of the central region. Wuhan has a long history, culture and act as the capital of Hubei Province, the largest city in the middle of the central core of economic development has become one of the greatest. Cultural industries act as an important part of Wuhan’s economy, its development significantly reach faster. In recent years, with the help of the Government, through its role to promote the development of cultural industry in Wuhan. However, the government of functional role still have some problems.In this paper, we are point out the functions of the Wuhan municipal government in the cultural industries, firstly introduce the functional role of Wuhan City Cultural Industry Development Situation and pointed out the presence of government in specific functions and problems or shortcomings, then sum up the development of cultural industries at home and abroad in functional role, learned for the development of cultural industries in Wuhan City to provide countermeasures and suggestions on optimizing government functions.According to this logic, the article is divided into five chapters. The first chapter is the introduction, starting with the background and significance elaborated on the status of domestic and overseas research analysis. Finally, propose the research goals, content, defects and innovation of this paper. The second chapter is about the development of Wuhan cultural industries, which introduces the concept,classification and characteristics of cultural industries and also discussed the theory of related government functions, finally the development of cultural industries in Wuhan were selective analyzed. The third chapter is about the effectiveness of the Wuhan municipal government functions in the cultural industry policy, cultural system, cultural industry structure, financial investment and personnel training, and noted that the functions and the problems of government.Chapter IV through the development of developed countries and regions in the cultural industries introduced and summed up the experience. Chapter V, on the basis of the previous section discussed the proposed measures and put forward suggestions for optimizing Wuhan government functions from the overall planning, coordination and organization of public services in three aspects.
