Habermas, as the representative of Frankfurt school, holds his own profound unique insight and understanding on the ideology of bourgeois society.Concerning Habermas’view, the research aims to investigate the development of the ideology on public area or political ideology in different stages of capitalism, that is to say, laissez-faire capitalism and later capitalism which was divided into two periods by the Second Industrial Revolution. Public sphere ideology has undergone evolution and transformation of critical publicity, manipulative publicity and technocracy publicity. Based on reasonable absorption of previous studies on the issue, such as Kant and Arendt, Habermas puts forward the core of capital public area is publicity, which mainly criticizes the state power achieved by public opinion and provides political legitimacy for the power. He favors the critical publicity of laissez-faire capitalism reflects the core thought, which represents positive criteria of value.With gradual establishment of capital system, these conditions of critical publicity standing in laissez-faire society are increasingly broken during the end of nineteenth century. Instead, become a tool of government manipulation for contenting the special interests of the governors. Moreover, at the beginning of twentieth century, technology occupies the first place to drive the social productivity. The publicity of technocracy has been a new public ideology, thus there is no clear difference between the technology and practice (politics) and political problems are converted to technical problems, excluding the public domain, as well as depoliticizing public opinion. In order to change the current situation, Habermas goes back to the public sphere to seek a solution to recover the effects of public opinion.
