Research On The Police Administration In Modern Xinjiang(1903-1949)

The creation of modern policing in Xinjiang during the rule of the Qing government,Originally due to limited financial resources,just started from the provincial capital, from the point to the line,by line to face,gradually extended to all levels of government in the province.After nearly half a century of development,Xinjiang eventually established a set of top-down relatively complete system of police.With the establishment of police agencies, matters related to match police regulations, police and education have also developed,which makes up modern police system improving.This paper attempts to examine the construction of police and police in different periods in modern Xinjiang to discuss the impact of Police in Xinjiang social modernization,and then,to make an evaluation of the gain and loss of modern police system in Xinjiang.Paper consists of six parts: The first part is an introduction, mainly on the purpose and significance, research ideas and methods, research status. The second part is the development of Xinjiang police system in Modern History, Xinjiang police and police education in modern construction in different periods are discussed. The third part of modern Xinjiang police powers, respectively, four aspects including Census Management, road traffic management, fire management, public health are discussed. The fourth part is the impact of modern policing in Xinjiang society, from social management system modernization, the modernization of the city’s image,promote urban civilization, three aspects of the impact of construction on the police in Xinjiang social modernization. The fifth part is the evaluation of modern police construction in Xinjiang, the gain and loss are discussed, and analyzed the causes of insufficient police building. The sixth sector is the conclusion,Xinjiang police building in modern society is a major force behind modernization.
