The rural community culture construction is a part of the new countryside, the rural community culture has the vital role to cohesive forces and meets the needs of farmers in many aspects, and promotes the construction of the new countryside. At the same time, the countryside is the weakest part of cultural construction in our country. In view of the rural cultural level lag behind of the vast number of poor areas, and lots of farmers’ cultural life is poor, it is a very urgent and important job now to develop the culture of poverty alleviation of the rural community culture construction. It is a great theoretical and realistic significance issue to combine the western rich community culture theory and practical experience with the actual situation of the rural community cultural development to discuss the future development of the community culture construction of our country in the new rural construction.In the process of writing this paper, i comprehensive analysis the theory of community culture of the western scholars and the theory of the Communist Party of China of cultural construction, i deeply analysis the significance of the community culture construction to build rural harmonious humanistic environment and to improve farmers’ spiritual and cultural life by using literature research, systems analysis and combination with the theory and practice. The paper combines the research status at home and abroad, i find that we mainly exist the infrastructure of the rural community culture construction is poor, the talent team of the rural community culture construction is scarce, the consciousness of farmers to participate in the activities is weak, the rural community culture activity is unitary and so on. On the basis of the system analysis that the development situation and existing problems of the current rural community culture construction, in the last chapter of the paper shows a set of systematic and targeted the path to promote the building of the new rural community culture, which is namely keep homesickness, protect the heritage,shape fresh air and improve the environment.This paper puts the research in the background that the construction of the new countryside and building moderately prosperous society. The rural community culture construction has made certain progress, with the government puts forward higher requirements to the construction of the new countryside.Especially since the 18 th National Congress of the Communist Party of China, the issue about strengthening the construction of the rural community work personnel makes the study of the rural community culture construction has a new access point. Innovation point of this paper is to put forward the principle of spirituality and regional that the new rural community culture construction should insist in the new countryside construction; In the special process of building rural community culture, i propose that we should keep homesickness,protect the heritage, shape fresh air and improve the environment fourpaths for construction.
