With the advancement of democratization and the rise of civil society,public opinions appeal mightily for creating a truly effective corruption preventionsystem.After the eighteenth national congress of the communist party of China, The focusof officials’ property declaration system will be put on the implementation of the systemconstruction by many officials and scholars.From the historical development and practice of officials’ property declarationsystem in China, analyzing the motivation and resistance of the development of theproperty declaration system and setting up dynamic resistance model of officials’property declaration system according to the theory of institutional change is to explorethe ways of system change. Analyzing the foreign officials’ property declaration systemin practice and combining with China’s national conditions benefit for putting forwardto improve suggestions and resolving path selection of reform resistance. Officials’property declaration system has not have worked, one of whose important reason is lackof enough theory research. The aim of the thesis is to point out the defect of systemconstruction and analyze the implementation of the specific path in the future, thusconstantly improving the anti-corruption system in our country.The thesis is divided into four parts: in the first part, discussing the currentsituation of our officials’ property declaration system and mainly analyzing existingproblems; in the second part, analyzing the motivation and resistance of systemdevelopment and establishing the model of institutional change; in the third part,introducing some officials’ property declaration system abroad, absorbing their valuable experience and referring to the effective system arrangement to give advice for ourOfficials’ property declaration system; in the fourth part, coming up withspecific countermeasures to the problems in the second part and putting forward thefeasible path selection to weaken the resistance of system reform.
