Officials’ property declaration system has been in successful operation in many countries around the world for a long time as the "Sunshine Act" to prevent public officials’ corruption. It has been under construct for a long time in China since 1988. The beginning of property declaration pilot in Xinjiang Aletai in 2008 led more than 30 districts of the property declaration system pilot nationwide. Although the property declaration pilot work has caused widespread reflection, but in contrast with high expectation to improve the public officials’ property transparency, the reverberation around showed "no complaint, no argument", namely the internal and external information users proposed no question or complaint. Through the social survey analysis we come to the conclusion that current property declaration system is not complete enough and the main problem of Chinese property declaration is the lack of declaration auditing and accountability mechanism. Through the analysis of the survey data, the main solution is to focus on the establishment of the property declaration auditing and accountability mechanisms to match the the gap between expectation of the people and the implementation of the system. Finally to improve the effectiveness of the property declaration system, realizing the public information transparency, and promote the property declaration system to play a more important role in the political life in our country.
