Study Of Agricultural Development On The Background Of Rural Hollowing Out

As the primary industry of national economy, agriculture is the basic industry of the social economy progress and beneficial to the people’s livelihood. Along with the industrialization and urbanization process accelerating, a large number of rural labor force is into the city in young adults, from agricultural to non-agricultural industry shift. The resulting is rural hollowing out phenomenon. Rural hollowing out includes rural population and rural economic hollowing out. In rural areas, because of the weakness of rural economic foundation and the lower level of agricultural mechanization, agricultural development is lagging behind, thus hollowing of rural population structure, especially in mountainous areas,has had varying effects on agricultural development. Yishui County is given priority to with mountain.Under the limits of local economic conditions, as a result, the development of agriculture is lagging behind; On the background of rural hollowing out, developing agriculture in Yishui faces many new problems, such as the shortage of available laborers, the difficulties of building agricultural infrastructures, Shortage of land resources and arable land waste phenomenon, etc. In order to effectively solve these problems, the local government should take the rural hollowing out into account.This paper, in the view of rural hollowing out, using data analysis and comparative methods, on the base of the investigation about the development of agriculture on the background of rural hollowing out, analyses the influences and existing problems of agricultural development. According to the actual situation of Yishui County, drawing on the successful experience of Japan’s agricultural modernization, through the rural human capital investment, land circulation, establish diversified agricultural input mechanism, strengthening the agricultural infrastructure construction, etc. Explore the agricultural development under the background of rural hollowing out the rationalization suggestion. Hopefully this paper can be given some references and suggestions for Yishui county’s agricultural modernization and the creations of social management in rural areas.
