Study On The Function Optimization Of Village "Two Committees" In The Process Of Agricultural And Rural Modernization

China is the largest agricultural developing country in the world.To promote agricultural and rural modernization is a major task for China to build a modern socialist country in an all-round way.In the process of agricultural and rural modernization,people’s subjective promotion plays a major role,and everything depends on people.Agricultural mechanization,agricultural science,agricultural service socialization,and rural organization revitalization are all dependent on people.In other words,only when people are fully developed,can agriculture and rural modernization be fundamentally promoted.Developing agriculture and rural areas is fundamental.Entering the new stage of development,we will comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas.Rural organizations will be revitalized and the contradiction between supply and demand for talent will become more prominent.At present,in the critical period when the dual strategies of rural revitalization and agricultural and rural modernization are superimposed,it is of great significance to sort out the functional positioning of the "two committees" of rural grass-roots organizations,reshape their functional relationship,improve the grass-roots mass self-governance mechanism led by grass-roots Party organizations,and realize the standardized self-governance of villagers under the leadership of the Party.Based on the operation mode of the "two Committees" in Zhongmu district,this paper analyzes the external manifestation and internal root of the contradictions of the "two committees",and puts forward relevant suggestions and countermeasures to resolve the contradictions.Specifically,(1)Through the review of domestic and foreign research,it is found that the existing research object is single and isolated,the research content and objectives are generalized,and the research area has limitations,which provides a research perspective and entry point for this paper;(2)Agricultural and rural modernization is an important part of Chinese modernization.The functions of village "two committees" are crucial to agricultural and rural modernization in the new development stage.China is now in the stage of basically realizing agricultural modernization.(3)At present,in the process of agricultural and rural modernization,the village "two committees" have problems such as "weakening of the Party’s leadership,insufficient Party construction,and ineffective strict party governance",which are mainly caused by the internal conflict of dual power structure,the contradiction caused by the legitimacy of power granting method,the difference between the direction of responsibility and the performance appraisal person,the intervention and unfair treatment of superior Party and government organizations;(4)In view of the problems existing in the village "two committees",this paper puts forward countermeasures and suggestions from four aspects: promoting management integration,constructing the "Party building +" working system,giving play to the guiding role of the township Party Committee leading the village "two committees",perfecting the governance system combining autonomy,rule of law and rule of virtue to achieve good governance in the countryside,and improving the core fighting power of the Party organization.In short,to optimize the function of village "two committees" in the process of agricultural and rural modernization,we should start from dredging the operation mechanism of power,regulating the operation mode of power,rationalizing the relationship between the two committees,improving the cohesion of Party organizations,planning the relationship between the two levels of party organizations based on the overall situation,promoting the comprehensive quality level of the members of the two committees,strengthening supervision and management.Try to find effective ways to solve problems.In this paper,the research on the relationship between rural "two committees" needs to be strengthened,and the depth and breadth of the results system need to be solidified,which needs to be further studied and explored in the future study.
