Research On Performance Evaluation On E-government Of Ji’an Based On Balance Scorecard

With the high development of informatization, the communication ways have hugechanged interpersonal and interaction between government and the public, respectively.It promotes government starts to reform the organization and operation way. However,the E-Government developed by modern informative technology has the effect topromote communication ways. In the1970s, the E-Government raised and also emergedseries of problem with its fast development, especially the high investment and lowproduction problem. Therefore, it is imperative to enforce E-Government performanceevaluation research. Owning to the new area of E-Government, the complication anduncontrolled ability are confronted when constructing which lacks method and truth tosupport, and results in the theoretical and practical purport in deeply research thedeveloping evaluation of E-Government.This paper is based on the principal of balance scorecard, to use abstract andconcrete combined way to ascertain the analysis thought, and exert criterion anddemonstration combination method to analysis the current and existing problem ofE-Government applied in Ji’an Government. Combining qualitative and quantitativemethod to design the basic framework and exactly index of E-Government performanceevaluation under the balance scorecard, in order to suggest and improve E-Government,as well as a reference to E-Government performance evaluation of the upper citygovernment.The first chapter includes background and significance, home and abroad, researchideas and methods, innovations possible and insufficient. Then described the foreignand domestic development situation about E-Government performance evaluation,including summarized the research situation about the theoretical and practical aspectsin domestic E-Government performance evaluation, mainly focused on the comparingof representative research method and content，ect.The second chapter began with the relative theory E-Government and Balancescorecard, and introduced the possibility and the right adjustment of the E-Governmentapplied Balance scorecard.The third chapter focused on the existing problem analysis companied byE-Government the basic situation introduction in Ji’an Government, which provides aleading direction to construct balance scorecard system.The forth part firstly described the application of Balanced scorecard in Ji’an E-Government performance evaluation, including the possibility analysis of balancedscorecard evaluation implement and the index system construction which fitted toevaluate the E-Government in Ji’an Government. By comparing and combing formerresearch results and concrete analysis strategy, the index system which fits to evaluatethe E-Government in Ji’an Government has been built; Secondly, the running policydesign of balance scorecard was concerned. Through the series of data obtained fromlocation investigation and literature review, use formula to calculate the weight of eachindex to get the running results.The fifth part summarized the suggestions to improve and resolve the problemconfronted in researching the E-Government performance evaluation, which expected toprovide a reference to the future development of E-Government, and thus promoted thework efficiency of Ji’an government and improved the satisfaction degree of the public.
