Balanced scorecard has been paid more and more attention by enterprise researchers since 1990 s.In the 21 st century,In the 21 st century,scholars have found that the balanced scorecard can not only be applied to enterprises,but also can apply to government.Including Charlotte and Atlantic of USA,England,Japan and so on.In 2005,balanced scorecard began to be recognized by domestic scholars.From Qing Dao,Beijing,Shanghai to Hailin of Heilongjiang,our country and many cities have touched it,adapted to it,applied it.Changchun,the capital of Jilin province,has the conditions to develop the balanced scorecard performance evaluation system,whether economic environment,social environment or other factors.The performance appraisal system of Changchun evolved from the traditional performance evaluation system.However,performance appraisal system in operation did not shed from traditional performance appraisal system totally,the differences between them was indicators,which has been transferred the four elements of the indicators in the balanced scorecard to the original performance evaluation system..However,the changes of traditional performance appraisal system could not change the present situation of changchun government performance evaluation,which could not adopt good points and avoid shortcomings,to make the department and individuals know explicit strategic missions and actual operation of performance evaluation.In addition,municipal government of Changchun has not set up a department or group to supervise performance evaluation.This article takes changchun city government performance evaluation system as the research object,using the balanced scorecard,from a strategic analysis of the balanced scorecard in the meaning of the changchun city government performance evaluation system reform,at the same time,the author puts forward the strategic decomposition,the strategic mission to confirm localization,financial control,four elements such as measures to gradually improve the changchun city government performance evaluation system,enable it to adapt to the development of the changchun city government correctly.Balanced scorecard performance evaluation system needed a period of time to run-in and practice.It was necessary to acquire explicit support from superiors and absolute cooperation from subordinates,so that the balanced scorecard performance evaluation system in changchun municipal government can be gain process.
