The degree of e-government development has become one of the important signs in measurement of the success of a new round public administration reform. The importance of government portals, as a platform for the providing of public services and channels, has drawn increasingly attention from all circles. Seen from a public administrative perspective, to make government portals become an excellent provider of information on government can not do without a systematic, comprehensive and effective performance evaluation system. Taking the Balance Scorecard theory as the contact point, this dissertation attempts to build the performance evaluation system of the government portals.Primarily, it defines the concepts involved in the article- "government portals" and "government portals performance evaluation", and elaborates the basic idea of public management theory and Balance Scorecard theory, which lays a theoretical foundation for the article.Secondly, it states the design idea of Balance Scorecard in government portals, investigates the feasibility of applying the Balance Scorecard in government portals. Integrating the actual location of these sites and development, it re-rationalizes the logical relationship between the four dimensions of changing the original dimensions to the user, internal business processes, learning and growth, and resources. And it then establishes the Balance Scorecard framework and strategy map of government portals, which lays the foundation of index system construction.Finally, it constructs the performance index system of government portals based on the Balance Scorecard. Taking the above analysis as foundation, drawing the existing research results, based on the selection principles and methods of index, it selects the proper evaluation index of various dimensions, determines the weight, finally establishes the government portals index system based on the Balanced Scorecard, and describes the issues which this evaluation system should pay attention to in practical application, in order to ensure the maximum effectiveness of the Balanced Scorecard.The innovation of this dissertation is introducing the performance management tool-Balanced Scorecard, which has already widely used in the private sector and public sector, into the performance evaluation area of government portals. It theoretically demonstrates the feasibility of this idea, designs the balanced scorecard model of government portals, and selects the key index on this basis, constructs a performance evaluation system based on the Balanced Scorecard.The construction of this system can solve the problems of not strong in theory in current assessment of the government portals and not obvious in logical relationship between indexes to some extent, also it can promote the government portals performance improvement at the strategic level, and the construction of service-type government.
