The government performance assessment as an effective tool to improve administrative efficiency and service quality is widely used in the government management. Jilin province has carried on the positive exploration in government performance evaluation, and made remarkable achievements, but the evaluation scheme of the lack of strategic foundation, not a long-term direction and mission. So that the Jilin provincial government department performance evaluation work lost the final orientation. At the same time, the performance evaluation is unilateral dimension selection, the emergence of internal and external imbalances assessment work, the vast majority of provincial leaders and departments between internal self assessment accounts for final examination results, and the role of the public in the performance evaluation of other prominent enough, key performance indicator setting isn’t scientific, objectivity and therefore affect the final evaluation results. At the same time the use of the appraisal results is poor, there is a certain degree of formality, make the person for the lack of improvement of work performance of enthusiasm.In this background, the paper uses the Balanced Scorecard theory to study the performance evaluation of the government departments in Jilin province.. In the analysis based on the Jilin provincial government department performance evaluation of the status quo and problems, draw lessons from domestic and foreign government departments apply balanced scorecard successful experience, put forward the measures for the improvement of the Jilin provincial government department performance evaluation.This paper first introduces the basic concepts of government performance evaluation and the balanced scorecard, points out the important significance of the introduction of the Balanced Scorecard in government performance evaluation; secondly, from the performance evaluation of performance indicators, performance evaluation procedures, performance evaluation methods, evaluation results and other aspects of the use of introduced present situation in Jilin province to assess the performance of the government departments, and further from the performance evaluation, lack of strategic performance evaluation index system is not perfect, the main performance evaluation is too single, lack of performance feedback and communication, the application of the evaluation result is inadequate and so on Evaluation of Jilin province government performance problems were investigated; re analysis of the Sherlock City Hall American and Qingdao City Hall using balanced scorecard and experience practice; finally the improvement measures in Jilin province to assess the performance of the government departments from improving the performance evaluation index design, improve the performance evaluation process of elements and the improvement of the three aspects of performance appraisal application environment.
