In ancient China, the grassroots social integration experienced a part to the whole process.Pre-Qin Dynasty for grassroots social integration very thorough, even under the ZhouDynasty country wild integration is also very rough with the legacy of the clan society.Chunqiu Period, the need for hegemony war, countries began to accelerate the pace ofintegration of the grassroots social. Qin Dynasty, the country of integration most thoroughcompleted the unification of China finally. The unification of Qin to some extent can beconsidered as a grassroots social integration by Part to the overall process. Qin established asystem of to Township-Pavilion-Li on the basis of previous. Though the Qin dynasty perishquickly, this system has inherited for Han Dynasty, however, are subject to change due todifferent specific environment. The national grassroots social integration also proceed withthe completion of the first fully integrated grassroots social and, ultimately, to the system inthe form of the Township-Pavilion-Li. Township-Pavilion-Li system is the ancient Chinaunified regime in full control of the grassroots community first attempt. Control tentaclesextend the regime as the county, the township regime is a combination of official and civilmanner within a certain period of time completely dominated the grassroots socialfunctioning. The officials of township responsible for taxes and corvee and social educationas well as the Pavilion for public order became the cornerstone of the Qin and Han dynastyregime control grassroots community. However, due to the formation of a certain degree oflocal forces with the national balance of power system interaction the system itself isconstantly changing. The Township-Pavilion-Li system which Qin and Han dynastiesdepended upon to govern the grass-roots society disintegrated after the collapse of the centralauthority as well.Social unit in the system ultimately a certain extent from the authority of the government, while the Qin and Han grassroots community that sustains Township, Pavilion, where systemalso disintegrate once after the collapse of central authority. Qin to draconian laws governingthe world, and therefore the most rigorous control of the grassroots community, but also themost thorough; the early Han advocating Taoism inaction, local forces able to rapidly grow, dynasty period once reversed, however, after all, deep a strong kinship color strong familyforces deep-rooted in the grass-roots level, it is difficult to sudden torsion. Han Dynastyreplaced the "filial piety" rule the world, and to encourage people to the same clan, andEmperor Wu later Only Confucianism, Confucian statue, kiss thought to provide a certaindegree of theoretical support for the growth of the local forces. In this way, on limit localforces, the rule of philosophy and governance policies of the government formed a paradox. The Local Powerful forces armed with these ideas became the leading force of society at thegrassroots level in the central power weakened or even disappear. The completion of the Qinand Han regime fully integrated achievements eventually collapse, residents organizational unit with new faces appear. Since Qin ruled the nation under the severe penal codes, itcontrolled the grassroots society most strictly and thoroughly; Early Han advocated Taoism’stheory of inaction, so that local power could grow rapidly. Although this had been reversed inthe period of Emperor Wu-Ti for a time, it could hardly reversed totally and abruptly as thepower of the local forces bound by blood relationship was deeply rooted in grassroots.Besides, Han dynasty ruled the nation with the idea of "filial piety", encouraging folks in thesame kin to live together. Furthermore, the emperors after Wu-Ti "chose Confucianism as thestate ideology ", while the Confucianism’s thought of “To respect the figure and love thekinsman”, to some degree, provided theoretical support for local power’s expansion. So, aparadox formed between the government’s ruling philosophy and its administration policy tocontrol the local power. While the local forces armed with these ideas became the dominantforce in the grass-roots when central authority weakened or even disappeared. This paper first described of grassroots integration from the local to the whole, to form asystem in the Township-Pavilion-Li, to the collapse of the integration results. TheTownship-Pavilion-Li system is the focus of discussion, such as institutions of this systemfunctions as well as the functioning of a more profound analysis.
