The Transformation Of Township Government Functions Of H Province N City In The Process Of Urban-integration

The transformation of government functions is an eternally new topic. Government functions reflect the historical backgrounds and social demands in a particular time, as well as develop into perfection with the continuous progress of social economy. Nowadays, China is in a critical period of fast promoting the process of urban-rural integration, which is the breakthrough and fundamental point of resolving urban-rural binary contradictions, the three issues of agriculture, rural areas and farmers as well as multiple social contradictions in current China. Promoting urban-rural integration and building such mechanism need not only the market participation but also more guidance, supervision and service of the government. The township government, as a grass-roots regime, is in charge of implementing national and provincial policies in the rural areas. It carries out works directly to agriculture, rural areas and farmers and is responsible for organizing the construction and development of rural public facilities and providing public goods and services for rural residents. The township government is a core of comprehensively advancing economic, cultural and social development in rural areas. The exertion of its functions directly relate to the political stability, economic development and cultural prosperity of rural areas. N city, as a traditional big agricultural city, has a tough task in balancing urban and rural development. Although some functions have been transformed in previous township reforms, they still have a certain distance to the demands of building urban-rural integration mechanism.This paper is based on the new public service theory, government reengineering theory,and through the means of designing investigation questionnaires and visiting township cadres and villagers to research. The content of this paper is divided into six parts: the first part is introduction, mainly summarized the research significance, method and the research at home and abroad; The second part is the study of the basic concepts and the dynamics of change of villages and towns government function; the third part mainly from the current situation, institutions, government and public service satisfaction survey to research the township government functions; The fourth part through the analysis of the questionnaire to find a conclusion that currently the township governments in N city still have many realistic, functional and ideological difficulties, such as unreasonable institution settings, opaque publicity of government affairs, low administrative efficiency and deficient public services; the fifth part mainly through analyzing the reasons of these difficulties proposes that the transformation of functions should be carried out on the principle of law, service and efficiency. And it puts forward specific transformation suggestions in terms of changing concepts, deepening system reforms, perfecting financial systems, optimizing selection systems and innovating collaboration mechanisms. The sixth part is a general summary of full text, and put forward the problems which need to be studied further.
