Research On The Construction Of Social Security Information Sharing In China

Golden Insurance Project has brought improvement about the level of social insuranceinformationization, and the information management of Social insurance is becoming moreand more mature. But, there is a higher request for social insurance information system,because of the rapid development of social security in our country, business handling instrange land for floating population, which needs the inter-local social security informationsharing. And it also need the support of information sharing that the joint construction ofsocial security for urban and rural area, and so is the supervision and management about thesocial security fund. And it is even more important for extensive using about Social SecurityCard that sharing the information resources about social security. Therefore, social securityinformation sharing is the roll booster of the development of social security.This research based on the new public service theory, which is the one of PublicAdministration study results, the communication theory of "gatekeeper", and the Nolan modelabout the information management, and also based on the basic theory of social security. Firstof all, this article from the definition of social security information sharing, analyzes thesignificance of social security information sharing, and through different aspects analyzes theconstruction development of social security information sharing, which including aboutGolden Insurance Project and Social Security Card Project, etc. The first phase of the GoldenInsurance Project has been fully completed, and the social security card issuance volume isalso growing rapidly, and information sharing between departments which centering on thesocial security department has been launched. Secondly, although the informatizationconstruction has achieved some results, but there are still many restricting factors to realizethe social security information resources sharing, which including the imperfect socialsecurity system, the lack of the informatization construction of social security information,and the lack of Motivate Mechanism and Restraint Mechanism between departments, andthese problems are all demanding prompt solution. Then, based on the status and developmenttrend of China’s social security, this paper puts forward the model about the social security information sharing, including a “the star model” in information management, a “informationfiltering model” among the departments and a the information flow model about the socialsecurity card. Finally, this paper makes some suggestion for the construction and developmentof social security information sharing, which including three aspects: the guarantee ofthe policy system, the support of dynamic financial, and the construction of super technologyprofessionals.
