Research On Government Information Resources Planning In Informatization Construction Of Labor & Social Security

In the late 90s of 20th,government informatization carried out substantively in our country,and thus E—government entered a rapid developing stage. In the field of Informatization of Labor & Social Security (short for"ILSS"),as one of the important operational systems of E—government,ILSS has already been operated and launched comprehensively deployed by the State. This significant strategic action will certainly deeply improve the quality and efficiency of public services in Labor & Social Security,which will become main service pattern as well. Based on the relevant research and application practice on ILSS both in and abroad,and under the guidance of system analytic method,comparison analytic method,induction and diagnostic method,the author attempts to elaborate the survey from ILSS and Government Information Resources Planning(short for"GIRP") , and promulgates its significance ,main contents, key points and goal of GIRP in the construction of ILSS; Put basic theories of Information Resources Planning as the breakthrough, the author advances a solution to GIRP in the construction of ILSS , and elaborates the integration of the construction of ILSS so as to achieve the goal of public management and services. However, there are still some factors which may affect the validity of the solution. To resolve the problems, the author gives corresponding countermeasures.
