Over the past few years,electronic government has gradually become an important part of public management discipline.E-government is an important way to realize the transformation of government functions.It is an important measure to improve the government management ability,service ability and emergency ability.It is an effective means to build a service-oriented government.It is worth noting that the sharing of government information resources is an important part of e-government construction.However,the majority of our government departments are just to fight the enemy separately in e-government platform,construction of their own departments,and make the formation of "information island" situation.Because there is no framework for information sharing between government departments,this is bound to reduce the administrative efficiency,making the convenience and efficiency of e-government is not the greatest degree of play.In Shanghai,social security department is one of the most important government departments.Its business are related to the vital interests of the people involved,the administrative functions of the content and coverage of the representative a wide and big influence.In 2012,the Shanghai social security department began to promote the electronic platform in improving customer satisfaction,improve the efficiency,reduce the window pressure and improve the limitations of handling quality,break time and space has achieved remarkable results.However,the lack of information sharing limits the scope of the social security platform can be used,but also will cause problems such as increased operational risks.This study found that the reason caused by the lack of information sharing may have macro factors,such as government information resources of privacy and government planning and construction of the independence of the information resources,the lack of supervision,the concept of civil service is not mature;caused by the reasons for the lack of information sharing possible reasons and electronic the platform itself,such as government electronic platform construction conditions,platform application problem.In order to solve these problems,this paper puts forward the government departments to establish a large database,the establishment of information sharing of the overall development of ideas,clear responsibility,supervision of the construction of e-government to establish and improve various laws and regulations,to solve the hardware technology aspect,pay attention to the civil servants team training and so on many aspects.In this paper,human resources and Social Security Department of the Shanghai social security "CA" Shanghai self-help handling platform as the research object,from the perspective of information sharing to put forward suggestions for the construction of electronic platform.The electronic platform through the social security and public security,health,employment,health,taxation,industry and commerce and other government departments to achieve information sharing feasibility analysis.By describing the social security online service platform and other government departments to achieve information sharing and efficient work style,based on the information sharing platform of E-government security is given under the framework of the implementation proposal.This paper hope that through the Shanghai social security platform for information sharing framework for the idea of government departments to improve the ability of e-government and service quality to make some contributions.
