In recent years, with the deepening of reform and opening up and promotion of themarket economy, the rapid economic and social development in rural areas graduallyaccelerates the process of modernization of the cities. At the same time, the first line officerswho are active in rural development and costruction in rural grassroots organizations areusing their rights in a wider range. The crimes, which exist in the new rural constructionprojects, land acquisition compensation and resettlement, the special benefits of agriculturalfunds management and other aspects related made by the officers in the rural grass-rootsorganizations are increasing year by year due to the incomplete system, weak supervision andhigher quality of personnel and so on, which not only damages the legitimate rights andinterests of farmers, but also affects the harmony and stability in rural areas, and how to curbthe incidence of such crimes, becomes an important topic in front of us.The author studies deeply on the crimes that the rural grass-roots self-organizationpersonnel are involved by analysis on various types of data related to one city’s ruralgrass-roots organizations and drawing on valuable experience from academic experts andscholars. The author also aims to have a certain reference in this area by clarifying concepts,summarizing characteristics, analyzing the causes and making several recommendations.The whole thesis is divided into three parts: The first part makes a brief statement on thecrimes made by rural grass-roots organizations and a summary on the characteristics of suchcrimes by analyzing the city rural grass-roots organizations in the same situation. The secondpart analyzes the main reason of such crimes made by the rural grass-roots organizations indepth. The third part puts forward some countermeasures on the prevention of such crimesmade by rural grass-roots organizations.
