Studies On Agricultural Official Crime Involving Staff From Grassroots

In recent years,with the accelerated process of urbanization in China,the central government and governments at all levels not only attach great importance to the construction of new socialist countryside but also have introduced various agricultural policies,increased support for the "three rural",a large number of agriculture-related funds,and rural infrastructure construction into the rural areas.Rural resources continue to gather,for which the village grassroots organizations gradually are in control of a variety of agriculture-related funds.The increased opportunity to dominate the agriculture-related funds increased significantly,and public power also expanded.The village grassroots organizations supervision and management mechanism are not perfect,financial management confusion,imperfect legislation and other factors as well,resulting in village grassroots organizations involved in agricultural work crime situation increasing,thus,seriously violated the vital interests of the people,triggering aseries of petition,There is a group of petition phenomenon,to a certain extent,hindered the pace of the new rural construction,seriously affected the improvement of the relevant agricultural policies,the healthy development of rural economy and social harmony and stability.Therefore,the effective punishment and prevention of village grassroots organizations involved in the occurrence of agricultural duty crime case has become a new issue,which is especially important and urgent.This paper is divided into the following five parts:The first part:mainly expounds the concept of the village-level organization personnel involved in agricultural duty crime and the main body of the village grass-roots organizations involved in the main dispute.On the basis of clarifying the basic concept of farmer-related duty crime in the village grassroots organizations,the differences between the main body of the village grassroots organizations in the theoretical and judicial practice and the identification of the special subject identity of the grassroots organizations Carry out one by one analysis,and put forward their own point of view.In the second part,the author analyzes the current situation of the civil servants'crimes in the grassroots organizations of F County in the past five years,and analyzes the characteristics of the crime involving the agricultural crime from the perspective of criminology.Areas,criminal means,the charges involved in a comprehensive manner.The third part:mainly analyze on the F county village grassroots organizations involved in the crime of the subjective and objective reasons for a systematic from different angles.Its subjective aspects mainly from the subject of the cultural level,legal awareness,personal values and other aspects of analysis.Objective aspects mainly from the system itself there are disadvantages,management mechanism is not perfect,there are blind areas of supervision,legislation is not perfect and so on.The fourth part:mainly for the village grassroots organizations involved in the reasons for the crime of agriculture,from the establishment of a sound long-term mechanism system,improve the management system,legislation and strengthen education and other aspects of grass-roots organizations to prevent workers involved in agricultural crime path.
