As an important part of the management profession,the government managementprofession has its specific characteristics and connotation,which relates to how to improvethe effectiveness of profession.The systematical study of the government managementprofession benefit evaluation problems can help to enrich the theory of rational professionbenefit and help to have a good understanding of government management professionbenefit correct the deviation of it.This paper adopts literature method, comparative method,normative analysis and empirical analysis, system analysis and other research methods toconstruct the model of government management profession benefit evaluation, do theevaluation and analysis, and proposes the relevant suggestions for improvements of themodel.Firstly,introduce the basic concept and the related theory detailedly.The basicconcepts includes effectiveness,performance,government management profession benefit,stakeholder; the related theory includes stakeholder theory,the content and requirements of"sanyi" thought,this provides a strong theoretical support for the research.Secondly,introduce the problems of government management benefit professionevaluation, including the role and the professional ethics of the governmentmanagement,the difference between the government management and enterprisemanagement and the common problems in the process of our government performanceevaluation,then put forward the essence of government management profession benefitevaluation.Thirdly,discusse how to construct model of the government management professionbenefit evaluation,including the guiding ideology and principle,evaluation basis,evaluation subject, evaluation index, evaluation method,this lays a foundation for theanalysis of the government management profession benefit evaluation.Finally,discusse the application of the government management profession benefitevaluation model,including the general ideas of implementation,determination of the bodyweight and score,the implementation of the model,and put forward the suggestions and the proposals to improve the government management profession benefit.
