From the late1970s, with the rise of new public management movement worldwide, government performance evaluation aiming at developing effective governments also achieved great strides. Britain, New Zealand, Australia, the United States and other Western countries universally implemented measures of government performance assessment to substantially increase administrative efficiency and public satisfaction.In the end the support rate rebounded significantly. In recent years, our government also actively promotes political restructuring, transforms manage function and strives to build a service-oriented government. However, the current government performance evaluation system and public service efficiency studies cannot meet current needs. So depth research is needed.In this paper, indicator system and assessment methodology of government performance were studied. The thesis consists of five parts. Chapter I is introduction that elaborates the domestic and international achievements of performance measurement in order to provide reference for the study of this article. Chapter2articulates the theory of performance evaluation on building index system and selecting evaluation methods and the major ideas. Chapter3describes the three DEA models employed in this paper in detail, including basic DEA model, super-efficiency DEA model and bootstrap-DEA model. Chapter4conducts a comprehensive assessment using three DEA models described above for31provinces and autonomous regions in China. Chapter6analyzes the factors affecting government performance.Possible originalities of this dissertation are as follows:1、Further refining the existing indicator system. I modify the Comprehensive Development Index proposed by National Bureau of China from the perspective of input-output and use the as amended version as a system of government performance indicators, making for the shortcomings of the current assessment system.2、Creative research methods. In this paper, use bootstrap-DEA model as a measure of the efficiency of public services which has never been introduced in this field. Not only the estimation results are more objective, but also can measure the accuracy of the estimated statistics. Besides, during the process of analyzing factors affecting the performance of the government, I use non-parametric panel data model to overcome the existing problems of multicollinearity and the model set constraints, hoping to gain a more accurate verdict.
