The creation of a carbon emissions trading system is a effective action to respondthe increasingly serious global warming problem.It’s the first time that our human clearthe liability of the State on emission reduction. Carbon emissions trading system hasbeen proved a win-win situation on promoting global emission reduction and creatingeconomic benefits simultaneously. In the driven of European Unions domination ofcarbon emission trading system framework, carbon emissions trading market alsomatures gradually.Due to the bringing of huge economic and environmental, more andmore countries and regions involved in this system. China as a greenhouse gasemissions power and a contracting party of series international convention ofgreenhouse gas emissions reduction,also started the process of carbon emissions tradingunder the Clean Development Mechanism.There are7provinces and municipalitieshave set up a pilot and have achieved significant results.We are facing some problemsduring the process of commissioning,which deciding the carbon emissions trading inChina healthily and whether the carbon market can be in line with internationalstandards. In this paper, I will analyze the problems we facing in the perspective ofcarbon emissions trading and and offer my proposal for establishing our country’scarbon emissions trading that combine with the successful experiences of the foreigncountries.The main contents of this paper is divided into three parts.The first part describesthe Carbon Emissions Trading Overview and introduces the theory of carbonemissions.The second part introduces the carbon emissions trading under the Kyotomechanisms and some problems.The last part is the recommendations for theconstruction of China’s carbon emissions trading under the Kyoto mechanisms.
