WTO’s Special Safegard Mechanism For Agricultural Product

According to the agreement on agriculture, the relevant provisions of the WTO member under certain conditions can deviate from the promised in the agricultural agreement basic obligation, to special safeguard measures on imports. The emergency measures to avoid because of the implementation of tariffication management for domestic agricultural products market in these countries. Initially only developed countries have the right to implement tariffication management for agricultural products, so in the process of the doha round negotiations,33countries represented by developing countries to coordinate organization is put forward aimed at the Special Safeguard Mechanism of developing countries (Special Safeguard Mechanism for developing members, abbreviated as SSM), the requirement of agricultural trade in the future give Special protection to the developing countries in the system. Since SSM launch negotiations, the WTO all previous meetings are held talks to produce special safeguard mechanism, but due to complicated interest distribution pattern and internal negotiations between the parties, the negotiation is slow, the contention focuses on the use of SSM scope, applicable conditions, triggering mechanism, etc. From the special safeguard mechanism research status on the issues of agricultural products, the current international academic circles more in‐depth research on agricultural special safeguard mechanism, the academic achievement is more, but not enough attention on domestic issues, also not perfect, rich guiding significance to the research results, so there is plenty of space research. The study of WTO agricultural special safeguard mechanism, this paper will be in the perspective of international law, combing the mechanism of logic, the combination of SSM applied conditions to explore the plight of special safeguard mechanism and the way of agricultural products.
