Research On The Crisis And Reestablishement Of The Local Government Credit

Having been hotly debated, credibility is closely related with people’s life. In oursocial credibility system, government credit always comes first because it can affectthe development of personal credit, enterprise credit and some other organizations.Moreover, government credit is the key of the social credit that can support and lead it.Government is not only the executive organ of the public authority, but themanifestation of the social general interest and consciousness, thus the state publicservants should set good examples for the whole society. The reputation andcredibility of the government can not only affect its administrative efficiency andadministrative costs, but would also influence the whole social credit system. As forthe local government, credibility can be regarded as the life of the government, whichfundamentally affects the view the public has for the government and its governance.If the government administrates well, the sense of trust and belongings of the publiccan be enhanced and it would be easy to implement policies and strengthen thelegitimacy and authority of the government. Otherwise, the public would never trustthe government and it would be difficult to implement policies and then thegovernment would be weakened and eventually affect the social stability.At the present stage, China strives to develop the socialist market economy,governments at all levels and the vast majority of leading cadres have made greatefforts to develop economic and cultural construction and democratic politics. We haveachieved a stable economic growth in the long term andpeople’s living standards continueto be improved; At the same time, the condition of the local government credit islooking blue, which has directly caused the crisis of confidence towards thegovernment and formed a stained image of the government. Therefore, it is of greatsignificance to understand both theoretical and realistic meaning of government creditand pay attention to the administrative behavior of local governments. It is urgent andnecessary to analyze the situation and the consequences of the losing of governmentcredit and to open up a new road to construct government credit.On the basis of research results of scholars at home and abroad, the writer startsfrom the meaning and connotation of local government credit and has adopted methodology of Marxism Materialism, using methods of analysis, combination andcomparison to explore problems like: the existing credit problems of the localgovernment and its damage. Moreover, the writer has also combined some relatedtheories while analyzing the way to reestablish the credit. The purpose of this paper isto make the local government strengthen the sense of hardship and crisis and toprovide practical help for that.
