Urbanization of farmers is a traditional peasant to modern civilization process reborn. Itis to promote the social and historical advancement and achieve goals of the socialmodernization in the process. Not only is it an inevitable requirement of urbanization and theinevitable result, and will have far-reaching effects throughout the social and economicdevelopment.35years of reform, the rapid urban development in the city caused by the influxof a large number of farmers, and farmers’ public issues attendant to show. At present, themain object of China farmer citizenization is urban migrant workers, farmers living in villagesand farmers living in the suburb. Paper focuses on the urbanization of landless farmers livingin outskirts of the city.Rapid advance of urbanization, urban expansion to the rural, a large number of suburbanrural land has been expropriated. Suburban farmers are being thrown into the urbanization.They made a contribution to urbanization, but they can’t live in the city in peace andcontentment。In the system level, most of them have won the urban residents householdregister, and changed to "citizens" on the status; on the economic level, they have no stableincome, their revenue slightly higher than before. But urban living costs is greatly increased,causing they were in a state of relative poverty; In social and cultural ideas, the change of thehousehold registration did not let them enjoy the rights of the household registration. Theydon’t agree to citizens the life in city and identity.All in all, in the process of transition to thecitizen can be difficult. These problems lead to the edge in urban society. It is difficult forthem to change the old way of life and to adapt to city life. Marginalized and poverty arearound them. The problem has become a common concern of academia and governmentdepartments.In this paper, the basic theory is the theory of social security, social role theory, thetheory of marginal people and social identity theory. By investigating Xin’tai suburban villageof landless peasants and drawing others’ investigating the status of landless peasants, Isummed up the basic status of landless peasants and analyzing the problem of citizenization.This paper will define urbanization, suburban farmers, citizens, and sort out their relationship, explore theoretical support. And then the paper will propose solutions to the problem ofsuburban landless farmers’ citizenization. Finally, the paper proposes countermeasures fromthe system, the government and landless peasants themselves to achieved entirely suburbancitizens of landless peasants.
