Research On The Suburban Peasants' Citizenization In Xi'an

With the accelerated pace of industrialization and urbanization, the process to the peasants' citizenization in China has gradually begun. The study of peasants' citizenization is the Specific performance for "three agricultural" problems in the new era, it also is the problem which we explore to resolve the "way out for farmers" of China in the new era. In recent years our government, academia and the public have focused on the issue of the peasants' citizenization. The western region as a representative of economic and social development of disadvantaged area where the process to the peasants' citizenization is more arduous and significant. The farmers groups in Xi'an is the typical representative in the western region. With economic and social development in Xi'an, the acceleration of urbanization, the peasants' citizenization in Xi'an is an inevitable trend.This subject considers that the object of the peasants' citizenization in Xi'an are the peasants of the village in the city (VIC) and the land-losing peasants. Two groups of people facing the obstacles is more or less the same, but since the two groups in which the environmental background, differences from their own situation, so the focus and difficulty of the process are different. There are two priorities in the peasants' citizenization of Xi'an ,one is to adjust the tripartite interests of the village inhabitants well achieving the transition between peasants and citizens, the other is toprevent the newly forming VICs. From the system level, we should seek more support for the route, reduce the resistance of the citizenship of Chinese land-losing peasants. Therefore when we focus on the problems of peasants' citizenization in Xi'an, we'd better put more attention to the root of these problems. But scholars have not yet responded to the dynamic mechanism of peasants' citizenization for discussion and found many obstacles reasons.Though the research, we full grasp the present situation, scale and the distribution of peasants' citizenization in Xi'an; classify the objects scientifically; analyze the obstacles during the process to the peasants' citizenization in Xi'an; set the "gambling model" to establish the interests of the reconstruction for VICs; build the dynamical systems of peasants' citizenization, discussing the dynamical mechanism of it from endogenous impetus and external impetus. By analyzing the components of endogenous impetus, external impetus and institutional environment, we have a conclusion that the lack of dynamic of peasants' citizenization in Xi'an and the lack of supplies of institutions are the roots of the obstacles in the process. Finally, though listing the experience of developed countries about peasants' citizenization combining the dynamical mechanism, we have some suggestion for speeding up the process to the peasants' citizenization in Xi'an.
