Research On The Construction Of Emergency Rescue Teams In N City From The Perspective Of Emergency Management

With the rapid economic and social development,in the face of all kinds of natural disasters,China also faced major traffic accidents,fires,dangerous chemicals production safety accidents with the characteristics of the modern city and the challenge of all kinds of public health,social security events,which brings to the emergency management and emergency rescue an unprecedented test in China.N City as one of the Yangtze river delta key city,has the important strategic position in the economic and social development in the area and the country.In the context of the reform of national and local emergency management departments,it is of great significance to systematically study the construction of urban emergency rescue teams for mastering the regional emergency rescue capability and improving the level of local emergency management.Guided by the theory of emergency management,this study systematically summarizes the construction status of five types of emergency rescue teams in N city,including comprehensive emergency rescue team,professional emergency rescue team,enterprise emergency rescue team,social voluntary emergency rescue team and emergency rescue expert team,using survey research method,in the form of questionnaires,interviews and field observation,found that the current problems and the reasons existing in the emergency rescue team of N city,and by means of literature research,comparative research,absorbing the existing research results and actual construction experience,putting forward the countermeasures and construction paths according to different teams.The introduction introduces the background and significance of the topic,research trends at home and abroad,paper difficulties and innovation points,research ideas and methods.The second chapter clarifies the relevant concepts and theoretical basis of emergency rescue team,and carries out research based on emergency management theory,risk society theory and collaborative governance theory.The next chapter systematically summarizes the present situation of emergency rescue team construction in N city,the part of quantitative evaluation construct the evaluation index system of the construction of emergency rescue teams,and the subjective and objective evaluation of the construction of emergency rescue teams in N city is conducted through the questionnaire survey data.Classifing and summarizing the problems existing in the construction of emergency rescue teams in N City based on the quantitative evaluation results and interview data,classifing and analyzing the deep causes of the existing problems according to the problems.After listing the advanced experience of the construction of emergency rescue teams at home and abroad,in the last chapter,countermeasures and suggestions are put forward from six aspects: improving the system of emergency rescue teams,strengthening the integration of comprehensive rescue teams,optimizing the layout of professional rescue teams,enhancing the ability of enterprise rescue teams,cultivating and guiding the development of social voluntary rescue teams,and ensuring the participation of emergency rescue experts.The conclusion part systematically reviews the main content of the paper,points out the shortcomings of the paper,and looks forward to the future research direction.Based on the reform practice of national and local emergency management in the new era,this study has certain reference value for further optimizing the system of various local emergency rescue teams and enhancing the local emergency management capacity.
