Research On The Existing Problems And Countermeasures Of Interest Expression Channels Of Citizens At Present Stage

Interest is an eternal topic of human society pursue and the direct driving force ofall social political systems and political processes. People can express their Interestactively and effectively is the prerequisite of pursuing interest. Only by valid interestexpression to public authorities can we gain corresponding interest protection andrealization. Since reform and opening up, the differentiation and reconstruction ofsocial structure led to the significant adjustment of Interest pattern, and the increasingloosing political environment as well as the rapidly changing information technologyenhance civil rights awareness and expression ability. Since the18th CPC NationalCongress, especially the Third Plenary Session of the18th CPC Central Committee,the aim of pushing on with modernization of the country’s governing system andcapabilities requires the government gives citizens more discourse power whichmakes the consultative democracy be the main method of resolving conflicts inChina’s development, the manifestation of importance of improving Interestexpression channels can be reflected.Research on the Existing Problems and Countermeasures of InterestExpression Channels of Citizens at Present Stage from the perspective of government,under the theory guidance of Good Governance and New Public Service concept,rational analysis the necessity of improving the Interest expression channels ofcitizens.On the basis of making a carefully combed for the inside and outside thesystem of Interest expression channels, taking inside the System channels of NationalPeople’s Congress，petition letter, hearing of witnesses, legislation, social organizationand media as the main line to study. Combined with the related date analysis of thequestionnaire, I propose the Interest expression channels inside the system is facedwith the weak Interest expression of citizens, the absence of government functions,system design is not perfect, insufficient to explore new Interest expression channelsof citizens and analysis the reason thoroughly. Facing the above problems, fouraspects like development citizens’ expression consciousness and expression ability,strengthen the civil servants "servant consciousness education, strengthen the systemdesign and perfect of the Interest expression channels inside the system, make full useof the new channel for interest expression-Governance through the Internet andestablish the evaluation standard of interest expression channels of citizens.According to these measures to improve the channels for interest expression and clear the interest expression channel barriers, then enhance communications betweengovernment and citizens.This paper includes one pieces of pictures, five tables and88references.
