The administrative examination and approval system is an importantmanagement tool for the government to allocate resources, coordinate market order,and maintain public interests. The reform of administrative examination and approvalsystem is an inevitable requirement for the construction of a service-orientedgovernment, an objective demand for the improvement of a socialist market economysystem, as well as an essential measure for the prevention and control of corruption.Since the full implementation of the reform of administrative examination andapproval system deployed by the state council in2001, the project examination andapproval system has been examined and reformed for five times in large-scale. As aresult, a remarkable success has been made in the fields of cleaning projects forexamination and approval, reducing projects for charges, innovating ways ofexamination and approval, legalizing the administrative examination and approval andso on. However, there still exist some problems in the process of reform, such as lackof clear objectives and standards, lack of whole mechanism construction, lack ofsupervision and so on. To be frank, these problems are incongruent with the rapiddevelopment of the political, economic and social environment.The regulatory reform movement which aims to loosen the regulation has beenlaunched in the United States-led western countries since1970s. The governmentregulation in the United States puts the legislation reform as the first priority. At thesame time, during the relaxation of economy control, the United States strengthenssocial regulation, introduces incentive government control, and values the cost-benefitanalysis. The government regulation reform in Japanese government attaches greatimportance to the combination of market economy development and affordability. TheJapanese government actively cultivates social intermediary organizations, reducesgovernment intervention activities, and pays great attention to the open and systematic of the reform. In fact, there are many things in these successful reform experiencesthat deserve serious study.
