Moreover, it has become an unstable factor affecting socialhealth and harmony as the result of the existence of the begging phenomenon.Meanwhile, all the countries in the world are seeking an effective social assistanceand management mode to solve the problems of the beggars. Most of urban vagrantsand beggars have been living in the bottom of society, they are the most specificvulnerable groups. Nowadays, China has developed at a high speed. Finding aneffective social assistance mode has a great significance for the society’s harmony andstability.Our assistance system of the urban vagrants and beggars has experienced acomplex process of change which from education--through--labor system to socialassistance system. The transition from compulsory custody to free salvation is theperformance of social civilization and progress. It fundamentally safeguards theinterests of the vulnerable groups. The assistance system in our country hasimplemented smoothly for10years and has supported their living timely andeffectively.Since the implementation of the assistance system of the urban vagrants andbeggars, however, there are still some problems. Yet the problems do not ease uptoday, we need to improve it in many ways.Firstly, this paper summarizes the development of the assistance system of theurban vagrants and beggars, classifies the composition of the beggars in our country,expounds the hazard of the existence of beggars and the transition of assistancesystem. Secondly, clear up the current life of the beggars and the situation they have beensolved. Analyze the problems appearing in the process of implementation and thehinder which relief management will face.In addition, analyze the management modes from Britain, America and the othercountries once more. Through the useful advanced experience from abroad, we canget some enlightenments.At last, it is not wise to just base on our assistance management system, and thusI put forward some suggestions and countermeasure about the system. In order todevelop the system, the major premise is to raise the level of economic construction atthis stage. Only when the progressive elaboration and the improvement of socialsecurity system are completed did the problems in the system can be solved. Weshould screen the person before giving him or her an assistance, classify themanagement and layered relief, and set up supervisory mechanism.Furthermore, payattention to social propaganda and establish a perfect social security system in orderto find a better solution.
