Research On Social Assistance And Management Of Vagrants And Beggars In Henan Province

Vagrants and beggars are a long-standing group in the world,not unique to China.With the progress of society since the reform and opening up,the problem of homeless begging has become more and more serious,which has aroused the concern of the society.The phenomenon of wandering and begging has existed from ancient times to the present,and from home to abroad.As an unbalanced social problem,it has affected the healthy and orderly development of society,and it is not conducive to the construction of a harmonious society.Governments of various countries have adopted a series of policy measures,from system construction to policy implementation,to better guarantee the beggars' right to survive.With the great development of the socio-economic level in recent years,,China has undergone a transition process from receiving and sending to social assistance,the social assistance system has been further improved and developed,and the social assistance management work has also achieved certain results.Maintaining social stability,fairness and justice,harmony and civilized progress,promoting social reforms,adhering to administration according to law,and respecting human rights protection have all played a positive role.However,the existence of a large number of beggars has become an unavoidable problem in various cities.The shortcomings of the current system have been revealed in practice.In-depth study of social assistance issues for urban wandering beggars and effective and reasonable rescue measures have important theories and reality significance.With the booming economy in Henan Province,many new social contradictions have emerged,and the presence of a large number of homeless beggars has also presented greater challenges to social assistance and management.In the actual rescue management work,the rescue work mainly stays at the material level,such as temporary accommodation and resettlement,free repatriation and short-term small-capital support.There is no targeted rescue measures,there is little psychological level of care,and there is no psychological rescue mechanism.The education of homeless beggars is not in place,the method of assistance is too simple,and the aid measures are not effective.Some people in the community do not pay attention to the protection of homeless beggars,and even think it is unnecessary.For a long time,prejudice and discrimination against homeless beggars need to be changed.,Media and society spend a lot of time to change.This article makes an in-depth analysis of the rescue management work and existing problems of wandering beggars in Henan Province,analyzes the subjective and objective causes of the problems,and proposes strengthening from the aspects of laws and regulations,rescue system,team building,financial support,department coordination,etc.The countermeasures and suggestions of social assistance for urban wandering beggars should be explored and researched to do a good job in providing assistance to the homeless beggars and to protect their legal rights and interests.
