The Current Situation And Countermeasures Of The Relief And Management Of Vagrants And Beggars In Megacities

In 2003,after the implementation of the State Council's administrative measures for the relief of vagrants and beggars living in cities,the management of vagrants and beggars experienced the transformation from the system of reception and repatriation to the system of social assistance,and completed the development process from compulsory to voluntary and from compulsory to management.However,from the current situation,the social assistance of Urban Vagrants and beggars in China is still not well solved,and there are unavoidable difficulties and problems in the relief management system,which need to be remedied and improved in time.Since the reform and opening up,Guangzhou has been the pioneer and pacesetter of the reform and opening up.With the continuous development of market economy,the process of urbanization of Guangzhou is speeding up.As one of the megacities with a population of more than 10 million in urban areas of China,the huge population,especially the migrant workers,has brought great labor advantages to Guangzhou.But at the same time,with the population dividend,there are also pressures brought by the population.The large number of vagrants and beggars has become an unstable factor affecting social stability and harmony.This paper summarizes the current domestic and foreign research results on social assistance for vagrant and beggars,and systematically combs the existing research theories.Using the method of empirical research,through interviews with vagrants and beggars and civil affairs practitioners in Guangzhou,and investigation of Guangzhou rescue management organization,this paper analyzes the phenomenon of vagrants and beggars in Guangzhou,points out that vagrants and beggars present new group characteristics at this stage,and finds out the causes of the phenomenon.At the same time,it analyzes the social assistance and management problems of vagrancy and begging in Guangzhou,and explores the current problems and their causes.Finally,based on Guangzhou,this paper puts forward countermeasures and suggestions to strengthen the rescue management of Urban Vagrants and beggars,and probes into the practical path of building a "network" rescue management mode in which the government,social forces and the public participate under the framework of cooperative governance theory,so as to better promote the rescue management of vagrants and beggars in megacities.
