Most Of urban vagrants and beggars have long been living in the bottom of society. They are the most specific vulnerable groups by definition, for they incapable to solve the accommodation, have no relatives to depend on, do not enjoy the urban minimum living guarantee or the beneficiaries support, and are begging in the city street. However, due to the uncertain aid management objectives, the management system of barriers and the lack of relevant policy and law, leading to no sufficient attention on their survival and development.Vagrants and beggars management policy and institutional have been reformed and changed for several times, not only does not fundamentally change the current life of vagrants and beggars, but the Government's service philosophy and provision of voluntary assistance to some extent give strong boost to forced begging and cheating begging phenomenon, these question has become one of the "chronic illness" of city government management.This article based on the advanced theory,which concerns on vagrancy and begging relief management theory,to analyze the current situation of our country, sorted out the development of institutional barriers and obstacles to implementation which now facing. And the Improvement of urban vagrants and beggar's management guidelines are given at the same time. The highlights of this article is a one and a half years' survey at Harbin in Heilongjiang Province, the actual operation of relief shelters were analyzed based on a serious of real data, which indicate the survival reality of children begging in Harbin and their salvage status, and analyze the causes of this station. The last but not the least set up a model of Harbin Rescuing Suggestions protection agencies.
