Over more than30years, deep-seated Chinese reform and opening up has exacerbated the differentiation of social interests, and the main tool used by the government for social interests coordination and integration is public policy. Public participation, which conforms with democratic politics, is the cornerstone of modern public policy, but scattered, disorganized and atomized, which all make it difficult for individual citizens to guarantee the quality of participation in public policy. Thus, under the influence of "Governance and Good Governance" theory and "global association revolution", social organizations in china have been developing rapidly, which collect public opinions in addition to the government and the market, and concentrate on the demands of its common interests or public interest. Of course, it will promote it more scientific and democratic for public policy.These years, different from the social organizations, which initiated or promoted by government, civil society organizations form bottom-up in China appeared in large numbers. They have more independence and autonomy, and closer to the third sector in western country on the organizational culture, organizational structure and activity patterns. By the effects for many years, civil society organizations in china have achieved some success in public policy-making participation. Especially in the field of environmental protection, some civil organizations have achieved significant results and the participatory approach has been more abundant. At the same time, they also encountered many difficulties in the process, including the difficulties in the policy participation and their own survival or development problems. On the basis of literature research and investigations, this paper starts from the subjective influencing factors such as the traditional culture and political ideas, and the objective influencing factors such as the law, the system, interests of the game and the capacity, in these areas to analysis and demonstrate the positive factors and negative factors which influence the participation of civil society organizations for public policy-making. On the basis, the one hand for the positive factors we have to maintain and make it continue to play a promoting role, which will enhance the effect and broaden the channels for participation of civil society organizations in public policy. On the other hand, to the negative influencing factors, we will give suggestions from three levels of government, society and civil society organizations themselves.
