The Research Of Agricultural Labor Cooperation In Shanxi-gansu-ningxia Border Region

The mutrul labor, the hired labor, the Tangjang team were folk traditionalagricultural labor cooperation in north of Shanxi Province and Guanzhong, but thegovernment of Shanxi-Gansu-Ningxia border region (later referred to as the borderregion), on the basis of experience in Ruijin, promoted the labor union, farm cattlesand ploughs union, compulsory ploughing team and so on, but for various reasons theycould not be accepted. So before1940, the agricultural labor cooperation in the borderregion was in the exploration of development. After1941, the border regiongovernment gradually changing policy, began to advocate and use the old laborcooperation form of the fork, and to transform them, to put new wine in old bottles.Especially the CPC Northwest Bureau of the Central Committee meeting of senior cadresin1942and Mao Zedong made the speech of "organization", after that,the laborcooperation had become an important means of agricultural development, its scalebecame big, its number increased, mutrul labor team had appeared and rapidly growthed,cooperative farm also emerged as the times require, the package mutrul organizations ofeducation, health and other emerged and developed in the mutual help in productiondevelopment at the same time, labor cooperation had undergone a qualitative leap, wasno longer the method that“farmers relief his miserable life”, but became a method that"farmers developed their own production for a rich life." But there were also problems,such as Commandism and careless in work in the labor cooperation vigorousdevelopment at the same time, these problems resulted that some labor cooperationorganizations were imaginary. Therefore, Between1940and1945, the agricultural laborcooperation was in a period of vigorous development, but existed problems at the sametime. In1945the government held the Style of Joint Seminar and solved the problemsexisting in the development of agricultural labor cooperation, the agricultural laborcooperation was more flexible, more practical. In1947the border region came into astate of war, the border region government imposed the wartime agricultural productionprogramme that combined labor and war, and used both hands in the agricultural production and the military struggle. After that, the labor cooperation played animportant role for the restoration of the wounds of war, and into the Republic of China’sagricultural cooperation. So after1945, the agricultural labor cooperation continued todevelop in the adjustment. The agricultural labor laid a solid foundation for the economicdevelopment of the border region, also drived the development of the culture andeducation, improved the social atmosphere. This policy also affected the construction ofother Anti Japanese base areas and Jiefang District, played an important role insupporting the Anti Japanese War and national liberation, but also accumulated richexperience and irreplaceable lessons of the agricultural cooperation after the founding ofthe people’s Republic. The agricultural labor cooperation was in line with the economicdevelopment and had the necessity of its existence and development, which revealedthat,in the future of rural modernization, we must respect the farmer’s choices, respectthe farmers’ creations, study the situation of our country carefully, and combine thetraditional rural resources and modern agricultural science and technology well, only inthis way can we reduce mistakes and avoid detours on the road that realize the goal of themodernizat ion of agriculture.
