The Obama administration has undertook a series of adjustment to the national security strategy in economy, security, diplomacy and other strategic level, trying to make the United States out of the dilemma of oversea wars and economic recession, renewing American leadership in the world. An in-depth study of the background, approach, intention and effects of the Obama administration’s national security strategy has a essential importance to deepen the study of security strategy theories and maintaining the global, regional and national security. The United States national security strategic has developed along with the change of the national strength and the world situation. The George W. Bush administration launched the Global War on Terror after "9·11", which began a new round of global strategic expansion, resulting in the United States hegemony strength into decline. The Obama administration has taken a series of strategic measures in the fields of economic, security and diplomatic, in order to keep the hegemony status of the United States in the world, consolidate and expand the United States hegemony interests and strategic influence. The Obama administration abandoned the unilateralism security strategy, pays more attention to the use of multilateral mechanisms, the setting up of the "partner" diplomacy philosophy, and the use of strategic "smart power". In the global strategic deployment, the Obama administration promotes the United States "return to Asia", actively influence and participate in the economy and politics intergration process, trying to recover the strategy "lost territory", protecting the dominance in the Asia Pacific region. Facing the United States "return to Asia" and the complex security situation, China should adhere to the path of peaceful development, strengthen friendly relations and cooperation with countries in the Asia-Pacific region, properly handle the partnership of "harmony in diversity, conflict without break" with the United States. At the same time, China should also expand and deepen the preparation for military struggle, firmly safeguard the period of strategic opportunity.
