Difficulties And Countermeasures To The Access And Exit Of Security Housing

China starts Comfortable Housing Project in1995, and establishes economical affordablehouse-based multilevel housing security system in1998.However, as a social assistance for thepeople with housing problems, security housing is immature for now. Especially, the problemsof its access and exit link needs governmental strengthen management urgently, in order toensure the sustainable and healthy development of security housing construction.As a more developed east coast regions, big progresses have been made and problems haveexposed since Ningbo starts Comfortable Housing Project in2002preferentially. However,entire security housing management of the country could be encountering these issues in thefuture. Therefore, this article put Ningbo as a case.This article not only summarizes current difficulties to the access and exit link of securityhousing but also gives the advices by researching housing system. Firstly, I expend the researchbackground and retrospect the experiences of access and exit link around the world. Secondly,based on Jacques Maritain and Milne’s human right theories, John Rawls’s “a Theory of Justice”,I build the theory frame. Thirdly, on the strength of elaborating the building processes andpolicy evolutions, I research the current situation of security housing in Ningbo. Learning fromthe management experiences of Singapore and Shanghai, I give my own opinions to access andexit management of Ningbo at the end.
