Study On The Legal Issues Of Urban Indemnification Rental Housing System

Housing is the basis of human survival in modern society,and the right of residence is a basic human right,and the guarantee of the right of citizens to live is the basic obligation of the government.Along with our country "home ownership" targets to "to" target,housing security system in our country has realized the public housing,housing,affordable housing,the continuous development of low-rent housing,public rental housing.In 2015,accelerating the development of the housing rental market has also promoted the continuous development of the urban indemnification rental housing system in China.Because our country's special national conditions and economic conditions,such as a variety of factors,our country has not established a perfect city of affordable rental housing system,lag of legislation basis,legal norms is not comprehensive,lead to our country in the process of promoting urban low-income rental housing difficulties.With the rapid development of urbanization in China and the increasing population,the contradiction between population and housing is becoming more and more prominent,and the establishment and improvement of the system of urban government-subsidized rental housing has become an urgent issue.Based on this background,this paper makes a thorough study on the legal issues of the urban indemnity rental housing system.First of all,starting from the basic theory of city of affordable rental housing,the housing rights theory,the theory of social security and house lease contract theory on the basis of the city of affordable rental housing system,accurately distinguish between affordable housing and affordable rental housing,reasonable definition of city of affordable rental housing.Secondly,this paper analyzes the current situation of the urban indemnities rental housing system in our country,and analyzes the problems in the legislative level,government responsibility and access and exit.Again,summarizes other countries and regions of affordable rental housing system and the legislation,through comparative study,aiming to solve the problem of urban low-income rental housing system,perfecting the affordable rental housing legislation Suggestions.Finally,in view of the city of affordable rental housing problem in China,combining with the outside,the basic principles of design system of city of affordable rental housing legislation and the basic framework,and put forward to develop the housing security law,for the implementation of the city of affordable rental housing system provided a legal basis.
