Housing is the vital material conditions of human survival and development, and is thenecessary means of subsistence for human survival. The right of residence is a basic right ofcitizens, to respect, achieve and guarantee citizens this right is a imperative politicalresponsibility and legal obligation of government. In particularly, we adhere to the guidingideology of people-oriented, to protect the livelihood of the people, to solve the housingproblem of the different sectors of society becomes urgent. Since the reform and opening, ourgovernment has introduced a market-oriented housing supply system and at the same timealso established mainly to the low-rent housing and affordable housing of housing securitysystem for low-income groups. However, due to various reasons, the development of the twois not satisfactory and there are many problems in practice. From a practice point of view, thehigh-income class can buy commercial housing to live, the low-income sectors have securityrooms of government provided, but in the middle part of the income groups neither affordhousing, no conform to the eligibility of the security rooms, they were known as the"sandwich". In order to solve the housing problem in this part of the groups, in2010, PremierWen Jiabao put forward the Report on the Work of the Government, in the report headvocated vigorously to develop the public rental housing in the two sessions, since thenacross the country officially set off a wave of large-scale construction of public rentalhousing.As a new phenomenon housing security system in China, public rental housing is seeinga very short time, is still in its fledgling stage.Although all parts of our country have investeda lot of manpower, material and financial resources for the construction of public rentalhousing, but due to the laws, regulations and systems are not perfect, therefore, the lack ofsupport of the theory and practice of public rental housing system appear to a lot of questionsin practice, and the imperfect of exit mechanism is one of the many problems. At present mostresearches on exit mechanism of public rental housing in domestic evasive, only a fewsentences about proposals and measures to improve the exit mechanism. Therefore, thisarticle tries to learn the researches on exit mechanism of public rental housing from HongKong and foreign countries, and on the basis of these researches, a number of recommendations of exit mechanism of public rental housing will be put forward, in order toimprove the theoretical framework of exit mechanism of public rental housing as soon aspossible, to expedite better guidance of exit mechanism of public rental housing in practice, toplay better security features for public rental housing.In this paper, the following ideas to expand the discussion on exit mechanism of publicrental housing:The first part discusses the meanings and theoretical basis of exit mechanism for publicrental housing system. Mainly introduces the basic meaning of the exit mechanism, theconstruction of theoretical basis of exit mechanism as well as the significance of exitmechanism for the housing security. Currently, the scholars have not yet made an unifieddefinition for the exit mechanism, this article only on the basis of the status quo of scholarstry to define the basic meaning of the exit mechanism.The second part introduces the exit mechanism of public rental housing of several majordomestic cities for local practice. Focus on many floating population of four typical cities inBeijing, Shanghai, Chongqing and Guangzhou, to analyze the study.The third part, on the basis discussion of the second part to analyze and generalize fiveproblems on the construction of exit mechanism of public rental, the lower legislative level,lack of uniform legislations, unclear institutional responsibilities, the lack of a dedicatedmanagement, lack of credit system, exit outlined conditions is difficult to identify, lack ofself-discipline, exit difficult to enforce and incentive mechanism is not perfect.The fourth part introduces the construction situation on exit mechanism of public rentalhousing in some countries and regions. Through the analysis of the exit mechanism of publicrental housing from Hong Kong, Singapore, the United States and the United Kingdom, tostart, we can learn from the successful experience of their exit mechanism.Fifth part, on the basis of the discussion in the front, put forward several suggestions toimprove the exit mechanism of public rental housing from the basic principles, thelegislations, and related systems, in order to provide a theoretical reference for theimprovement of the exit mechanism of our public rental housing.
