The Research Of The Problems And Development Countermeasure Of Rural Pension Service In Wanqingsha Town Nansha District Guangzhou City

In recent years, our country has taken the lead in entering into the aging society with thedevelopment of population society. China’s aging population happened under the situation ofaging before getting rich and the social security system lagging behind. As the pressure ofsocial endowment service becoming heavier and heavier, pension service problems graduallybecome the focus of the whole society. Rural’s pension service problems are more outstandingthan that of urban. The majority of aging population is in rural areas, and the absolute numberof the old, aging process and poverty in rural areas are all higher than that in urban.Now, the power of supporting our rural endowment can be divided into governments,communities, families and individuals, and the way of endowment are becoming diversifiedincreasingly. It has important guiding significance for us to study the setting up of ruralold-age service, on which base that urban and rural residents can enjoy equal public serviceproducts, and ensure the healthy and stable development of urban construction.According to the relevant materials and investigation information, based on the status ofcurrent rural pension developing situation, population structure and the economic gapbetween urban and rural areas of WanQinsha Town in GuangZhou’s NanSha District. Thispaper analyzes the shortcomings of WanQinsha Town’s endowment service and its formingreasons. Shortcomings are:1. not widespread flipping surface and the insufficient quantum ofrural old-age service;2. insufficient rural old-age service resource;3. single rural old-ageservice project, simple service function and low service utilization rate. Its mainly cause are:1.backward concepts of rural old-age and insufficient understanding of rural old-age service;2.government’s Insufficient input;3. low-quality staff of endowment service, unreasonableknowledge structure, staff needs straining, not recruiting high-quality talent and lack ofoversight of policy implementation;4. inoperative social organization and so on.Based on the theory of public administration and public policy, referred to the domesticand foreign pension service model, in allusion to the realistic feature of famers pensionproblems of WanQinsha Town, the author puts forward the countermeasures in this paper, sothat rural old-age service mode which conforms to its actual situation can be established, andpromoting the development of rural old-age service of WanQinsha Town.
