Along with the continuous development of our country’s economic system reform, theexisting management system of the cultural institutions can not meet the requirements of thecurrent era at the knowledge economy time. As a result, a certain part of the culturalinstitutions began to implement either the corporate restructuring or the enterprisemanagement. The competition of culture media is the competition of talent. However, theleaders have not paid enough attention to the reform of performance management in the therestructuring process. The current performance management system has already been unableto meet the needs of the work, and has exposed a lot of disadvantages in the practical work.Performance as follows: out of touch performance appraisal and strategic objectives;subjcctivc assessment methods; lackof training of the appraiser;unsmooth of assessmentfeedback channel; fornialization of using the assessment results; lack of performancemanagement support system.Starting from the related theory of performance management, the study introducesperformance management theory and the knowledge of performance assessment, as well asthe current performance appraisal methods and reform process of cultural institutions. Then,combined with the status quo of cultural institutions’ performance management system,deeply analyzes the reasons for all the disadvantages. S Radio and Television TechnologyCenter is selected as a representative cultural institution. Through the questionnaire analysisand interviews, identify specific issues in performance appraisal. Then demonstrate the needfor performance management reform, and put forward constructive coping strategies. Theauthor explained scientifically coping strategies from the following aspects: establishscientific performance plan, establish two-way conununication environment, improve thefeedback mechanism, and strengthen the application of performance appraisal results.By drawing on performance assessment methods of the corporate, cultural institutionscan improve the validity and reliability of the performance measure, and establish a completesystem of performance management. In order to promote the using of the performanceassessment results in the human resources management working process,and achieving thescientific performance assessment goal of the cultural institutions.
