As one of the public sector, radio management departments are responsible for planning radio spectrum resources, supervising radio transmitting stations, and maintaining the order of the radio waves. Radio management departments secure the national economic development, social stability and the advancement of science and technology. The efficiency of management level and service quality directly affects the full play of their functionalities. The radio management department in our country are currently with a short history and at the relatively small scale, its performance evaluation system is not perfect and have many problems. Therefore, applying the theory of performance management is necessary for the performance evaluation for radio management departments. It can not only effectively stimulate the organizations, motivate individuals to work passionately and improve the organization incentive effectiveness, but also it can find out the flaws that impair the performance, propose correction schemes and approaches for improvement, and eventually ensure the accomplishment of the organizational goals, and enhance radio management.From the perspective of the government performance evaluation, this paper is written on the basis of related literatures and the summary of the similar cases. We first review the developmental process of the radio management, analyze the present state of performance evaluation for radio administration departments, find out the problems of the performance evaluation, and analysis of the reason.According to the performance management theory, we then come up with four important metrics for performance evaluation of radio management: radio frequencies and stations regulation efficiency, Administrative law enforcement, technology management and integrated support capability. The metrics are developed through the analysis of the current core job responsibilities of radio management. They are centered around seven aspects of the organization’s goals: which are radio spectrum and satellite resources management, radio stations management, the radio waves order management, economic and social development, services for national defense construction, services for party and government organizations, and safety assurance for major radios. Finally, we redesign performance evaluation system for radio management in Fujian province using the key performance indicators, redefine weights for performance metrics using the analytic hierarchy process, attempt to perfect the performance evaluation system, highlight the goal of evaluation and quantify evaluation standards, allowing the performance evaluation to be comprehensive, scientifically sound, standardized and achieving the ultimate goal of evaluation.
