Recently,wiith the popularity of modern public management theory and the deepening course of administrative system reform in China,the performance appraisal of government is getting more and more attention.Therefore,from the situation of our country,how the government performance evaluation system gets further improvement has become one of the major issues.Due to newer,lack of fusion between departments,the original appraisal system of Press,Publication,Radio,Film and Television of Liaoning Province is inadequate to meet current demands.Consequently,the study and formulation a new system of assessment,makes every effort to fusion system to stimulate the global rapid,but its operation is still encountered with some problems,which are badly in need of research and solution.Through the theoretical literature analysis and case analysis,the performance accessment system of Press,Publication,Radio,Film and Television of Liaoning Province was analyzed deeply.It is universally found that although the "five," preparation is fully in place,the implementation process adopting diversified evaluation method and comprehensive score method,but there are still appraisal main body comprehensive Business capability needs to improve,especially insufficient refinement,evaluation process,evaluation standard,invalid evaluation function.The reason is that not only the construction of the appraisal team and personnel training is not in place,but the assessment standard lacks the targeted design,furthermore,the relevant supervision system is not perfect,otherwise,the incentive system of rewards and punishment is lacking.Through analyzing the comprehensive assessment system,combining the reality of Press,Publication,Radio,Film and Television of Liaoning Province work,the favorable suggestions are put forward to strengthen the appraisal of main body building and training,to establish and to improve the assessment standard design system,to set up the Assessment,the relevant system,to consolidate the construction of the Assessment,rewards and punishment incentive system and so on,with the purpose of providing performance accessment with strong theoretical basis for the further improvement of Press,Publication,Radio,Film and Television of Liaoning Province.
