| Human society has always been pursued peace and security, the idea of peaceinternational community can be traced back to1795, in the year of1795, Kant putforward the conception of Representative Government and World Federalist in hisbook《Zum ewigen frieden》, in order to achieve the perpetual peace of the world.Therefore, the idea of international league has been long been exist. Since the20thcentury, with the change of international situation and the development of worldeconomy, especially the First World War, has brought painful lessons to human. Inorder to prevent the war from breaking out again, more and more people calls forestablishing a new international system and international order, the internationalleague is established in this context. In1920, the international league which aims tosafeguard world peace and security was formally established. It is the firstinternational organization in human history which was universal and comprehensive.It is also the first try of international society systematization in human history. Twentyyears in the international league, it did a lot of effort to maintain world peace andplayed an important role in the international affairs. Although it has someshortcomings, and failed finally, we cannot deny its historical value and significance.Especially some of the content、 principles and its experience in promotinginternational cooperation and its effects on the development of internationalorganization, it still has certain reference value and significance in the currentinternational society.With the development of globalization, profound changes havetaken place in the international situation and international relations, the internationalcommunity is facing some new difficulties and challenges, therefore, we shouldstrengthen the research of the international,it helps us to learn from the experience andlessons learned and make the international community towards a more harmoniousand stable develop.This paper mainly has four parts:The first part briefly introduced the background and the source of theinternational league. We can see this idea has a long history, and it can be traced backto the13th century. By the19th century, with the establishment and mature of various international economic organization, coupled with the outbreak of the First World War,led directly to the founding of the international league.The second part introduced the formation process、main contents of internationalleague and some principles it advocated. Although the international league is formedin the struggle and compromise between Wilson and countries such as Britain andFrance, the content of the international league covenant and some institutions have amajor advance in the history, at the same time, it advocated some principle asdemocracy、equality and moral still have certain guiding significance in today.The third part focused on the important role of the international league in theinternational affairs, mainly reflect: Promoting the exchanges and cooperation ineconomy and culture among countries, protecting international human rights, and soon. It also established special institutions and formulated a series of statute for this.The league of nations in this area to carry out the work and efforts are worth learningand using for reference.The fourth part mainly evaluated the international league. The internationalleague failed finally, but it is because of its practice for the first time, gave us valuableexperiences and lessons, pointed we out the direction of the development ofinternational organization. The United Nations was established on the basis ofreference to the international league, with certain innovation and development. It willplay an increasingly important role in the international community. At the same time,we analyze its enlightenment to the development of international society andharmonious world concept advocated by China. |
