Since the late1970s, the Family Planning Policy has been carried out for more than30years. This policy has brought about a large number of one-child families, in which thenumber of "Shidu" families (the term for the families that have lost their only child due tothe risk of accidents) is gradually increasing. Meanwhile, along with the increasinglyserious problem of growing aging population, the old-age security system of China isexperiencing unprecedented challenges. In this social context, the "Shidu" families whofaced with illness, old age and a series of real hardships are difficult for them to bail out ifthere isn’t a relevant aid-support system and security system to support them. Therefore,under the Family Planning Policy with Chinese characters, we need to make efforts toexplore the way of old-age security which meets our national circumstances.This thesis focuses on the old-age security system of "Shidu" families, and aims toprovide the policy framework for reference and operational specific programs for them,especially the role of government in the old-age security of "Shidu" families. Researchingon this topic is conducive to improve the role of government and promote the developmentof old-age security system. It has important theoretical and practical significance.According to the framework and focus of the research, this thesisapplies the methods of document analysis, Internet survey and the combination ofempirical analysis and countermeasure research. This thesis is divided into six chapters.The first chapter is an introduction, which mainly elaborates the background, significanceand purpose of the research, and the present situation of domestic and foreign research, theresearch ideas, framework and methods, and statistics and inadequacies of the thesis; thesecond chapter introduces the relevant concepts and theoretical basis of the research, thekey concepts are:"Shidu" families, social security and the role of government, the maintheories are: the role of government theory, justice theory and the new public servicetheory; the third chapter conducts the empirical analysis of the policy of old-age security of"Shidu" families in Chengdu, laying the groundwork for the following analysis of the roleof government; the forth chapter has discussed the role of government in the policy ofold-age security of "Shidu" families, which firstly analyzed the present role of government,then its deficiency; the fifth chapter proposes some tips for the government to return to theright position; the sixth chapter is the conclusion and the prospection.The concludes is: the ideal role of the government in the policy of old-age security of"Shidu" families should be the guarantor of the system, the shaper of the social atmosphere,the supporter of the finance and the supervisor of the implementation; The government’starget of role transformation should be establishing a responsible, fair, service-oriented anddevelopmental government; providing the five ways as following to achieve the ideal roleof government: establishing and improving the policies and regulations, increasing thefinancial investment, creating efficient working groups, leading multiple providers to support the system, and creating a good social atmosphere to take care of the group.
