The Research On Chinese Government Information Disclosure In Public Crisis Management

With the development of economy and the continuous progress of human society, and itbrings a lot of contradictions and problems, public crisis become the unavoidable problem.Not only the beginning of twenty-first Century experience "911" terrorist attacks inAmerican, but the earthquake and tsunami in Japan in2011, bring the world a great shock.China is also experiences multiple crises, including natural and man-made, both the SARSepidemic in2003, the2008Wenchuan earthquake and the Sanlu milk powder incident, theWenzhou train crash are seriously endangering the public safety of life and property, affectthe economic development and social stability. On this public crisis prone period, when thecrisis occurs, how the country and the government to maximize the reduction of losses,ensure the safety of people’s life and property, and maintain the normal social order, this is amajor challenge.The information disclosure of government during public crisis management is animportant way to improve the efficiency of the government crisis management. With thedevelopment of economy, the reform of the political system of our country, the task ofbuilding a service-oriented government transparency is also increasingly urgent, thetransformation of government idea, people-oriented, take the initiative to conduct publicinformation to the public is a choice of government. In this era of information explosion, thecitizen’s right to know awareness has improved, with the development of network, the publicalso have more and more channels to know the information. In such an environment, improvethe original government information disclosure system, strengthen the construction of crisismanagement in the public information disclosure work is necessary.This paper mainly discusses the information disclosure of government during publiccrisis management from four parts. The first part is mainly summary the research background,the domestic and foreign research review, research methods and ideas. The second part is theoverview of public crisis, crisis management and information disclosure and other coreconcepts. The third part mainly introduces the current situation of our crisis information disclosure and the problem of the information disclosure of government during public crisismanagement. This part mainly through the case analysis to present the problems and analyzesthe reasons. The fourth part introduces the practical experience of information disclosure inpublic crisis management in United States, Japan and Britain. The last part is somesuggestions to the information disclosure of government during public crisis management.This part puts forward some suggestions and measures for the problems.
