At present, China is during the period of transformation, which is also a high frequency crisis period. Even larger crisis could break out at any moment due to various contradictions and problems in this period, which will bring huge challenge to the government. So it is necessary for the government to strengthen Crisis Management while emphasizing economic growth. Today information has become the basic way of life in the Internet-based information society with highly developed Sci-Tech. Therefore, as a necessary condtion for a citizen to engage in political, economic, cultural and personal life, the right-to-know is the prerequisite of the rights and obligations of citizens. Especially in different kinds of fatal public crises such as emergency incidents, natural disasters, large accidents, epidemic situation, terrorist activities, government should take prompt and appropriate action of information disclosure so that citizens have their right-to-know and stop irrational activities in an unwitting situation. After surviving "SARS", Chinese Government has made distinct improvement on information disclosure of public crisis, however there are still a lot of deficiencies. In this paper, by analyzing Shishou incident and comparing the different performance on information disclosure of the government between Shishou incident and Wenchuan earthquake, the author tries to reveal the shortcomings in information disclosure of local government during public crisis and point out the way of improvement.Text is divided into six chapters. Chapter I is an introduction to clarify the significance of the issue raised in this paper and introduce the study and its methods adopted home and abroad about public crisis management, crisis information spread and information disclosure of public crisis. Chapter II defines"public crisis","government information"and"government information disclosure"firstly, and then points out the necessity of information disclosure of government during public crisis by expounding its function, and finallly brings forward crisis communication as the main theoretical basis for this article. Chapter III takes the example of Chinese Government's active information disclosure during Wenchuan earthquake to analyse the status quo of government information disclosure and public crisis response in our country. Chapter IV takes Shishou incident as the main example to analyse the existing problem in information disclosure of our government during public crisis from several different aspects. Chapter V, by comparing the different performance on information disclosure of the government between Shishou incident and Wenchuan earthquake, brings forward four ways to strengthen and improve information disclosure during public crisis including strengthening of legal system, establishment of communication system, management of public opinion on web and interaction between government and non-government. Chapter VI, Conclusions. During the crisis, it is government information disclosure that determines success of crisis management and even determines the credibility, legitimacy and international image of the government. Government information disclosure during public crisis is still in the beginning in our country. We need to gain experience in practice and learn from crisis constantly to create a clean, efficient, pragmatic and transparent democratic government.
